CORRIGENDUM ON PREQUALIFICATION NOTICE FOR METER ASSET PROVIDER (MAP)

Further to our advertisement in ThisDay & Daily Trust of Wednesday, 9th May, 2018 titled PREQUALIFICATION NOTICE: METER ASSET PROVIDER (MAP), we hereby notify prospective Meter Asset Providers of the extension of submission dateline to Monday, 2nd July, 2018. REFERENCE: PQN/001/18

A. INTRODUCTION

Abuja Electricity Distribution Plc (AEDC) is one of the 11 successor Electricity Distribution Companies that were successfully privatized and handed over to new investors on 31st October 2013. Abuja Electricity Distribution Plc (AEDC) franchise area and distribution network currently covers the Federal Capital Territory (FCT), Niger, Kogi and Nasarawa states across an area of 133,000 sq/km.

AED Plc seeks to appoint a MAP (Meter Asset Provider) in conformity with the Nigerian Electricity Regulatory Commission (NERC) regulation No: NERC-R-112 in order to fulfil its metering targets. A “Meter Asset Provider” (MAP) means a person/entity that is granted a permit by the Commission to provide metering services which may include meter financing, procurement, supply, installation, maintenance and replacement. This prequalification notice is a mandatory procurement requirement which must be fulfilled as part of the engagement process of the successful MAP who shall be fulfilling AED Plc specific metering obligations.

The responsibility of the MAP includes:

  • Conformity with all specifications for the meter asset and the standard of installation.
  • Obtain all necessary certifications and approvals for meters in line with extant codes, regulations and industry requirements.
  • Engage only certified meter service providers for the deployment of meters in line with the provisions of the MSA.
B. MANDATORY DOCUMENTS TO BE SUBMITTED BY AN INTERESTED MAP
  • Clear Copy of Certificate of “NO OBJECTION” issued by NERC for the purpose of being qualified as a MAP.
  • Clear Copy of Certificate of incorporation and memorandum and articles of association, particulars of directors and statement of share allotment, updated annual returns filings.
  • Clear Copy of Tax clearance certificates for the past 3 consecutive years: 2017, 2016 & 2015
  • Clear Copy of Certified audited financial statements for 3 consecutive years: 2017, 2016 & 2015
  • Detailed resumes of Applicant’s board of directors, management and technical staff – The resume should not be more than 5 pages and should include all relevant information necessary to support this interest. Information to be provided must include in chronological order the information provided below. Any additional information should be included thereafter: Name of individual, current position, years with the entity, nationality, date of birth, membership with professional societies and affiliation reference number, educational qualifications with schools attended with dates and degrees obtained, relevant experience most pertinent to the current project with dates, positions held and locations, as well as other employment records.
  • An affidavit by the MD/CEO that none of the entity’s shareholders, directors or senior management staff are related to AEDC’s core investor, directors, subsidiary or affiliate.
  • Ten-year business plan.
  • Details of the Applicant’s relevant previous experience: Name of contracting entity, overview of project, start and end date, value of transaction, transaction type, location of project and project status.
  • Proof of previous relevant experience of the applicant. E.g. Copies of contract award with respect to point 7 above and completion certificates.
  • VAT Registration Certificate.
  • Copies academic and professional qualifications of management and technical staff
  • Proof of warehousing facilities for metering systems: Warehouse address, and pictures.
  • Proof of ability to secure funds for the procurement of metering systems: Letter of commitment from a financier.
  • Demonstrate Best practice HSE Contractor Requirements:
  •  Provide a copy of the Safety, Health, Environment & Social Policy

     Competent HSE Supervisor

     Provide work method statement

     Conduct Hazard/Risk Assessment

     Identification of Safety precautions to be implemented

     Site specific safety instructions

  • Evidence of compliance with Pension Act, NSITF, ITF and evidence of remittances
  • All printed copies and submitted documents above must be copied on a CD and in PDF format only which should be included in the submission.
